You can upgrade and renew your membership at any time right here: https://www.nikonians.org/forums/dcboard.php?az=nik_user&saz=nik_upgrade_info
If you are already on Silver, Gold or Platinum and you renew your membership, you will automatically receive an additional 30 days free of charge. If you wait until your membership expires and first afterwards decide to upgrade or renew, you are missing out on these additonal 30 days.
If you upgrade to a higher level than your current one, e.g. from Silver to Gold, the complete period that is left over on the lower level is automatically converted to the higher level at no additional charge.
