A snoot is an attachment to a light to limit the width of its output. The purpose of a snoot is to illuminate only a specific area of a scene with little effect on surrounding areas.
At its simplest, a snoot is just a cone or tube on the end of a light. A snoot for a handheld flashgun can be made out of toilet-roll tubes and sticky tape in a matter of seconds. Snoots for studio strobes have to be resistant to much more heat, and are therefore generally purpose built for a particular light fitting.
A snoot can also contain a honeycomb or other fitting, which in a certain sense focuses the light, making the beam narrower and more controllable, although a honeycomb does not typically contain any lenses.
