Nikon Vibration Reduction (VR) technology is located in the Nikkor lenses whereas the Nikon Z-Series mirrorless cameras also include In-Body Image Stabilization IBIS. This is a 5-axis, 3-dimensional electro mechanical drive located on the image sensor, working together with any eventual VR in the lens and gives you up to 5 EV of shutterspeed compensation.
